I think that in a way this could be very useful in society if after proper testing they find this to be a fact. It could help us in many ways. You could be required to pass this brain scan to purchase a weapon.
But it is hard to determine if someone is going to be evil just because their scan shows the dark matter that is there pointing to evil. A person could have the dark matter and never act on it. I think what causes people to act maliciously is a trigger. There is no one thing that can determine what a person would grow up to do. There is someone in my life who cam from an abusive family and has grown up to be one of the most amazing people I have ever met. Yet statistics say if you were raised as an abused child you will grow up to be an abuser yourself.
You can't predict how someone is going to act to every detail in their life, or what exactly they could encounter that would cause them to suddenly flip a switch. And how could you possibly tell a parent of a five year old that their child has a dark spot in their brain which most likely means they will be evil? It is unclear to tell who a person will become. Their have been many anomalies in just our lifetime so who is to say that there could not be plenty of people to prove this wrong?
And what happens if this does become something that is a fact and they can predict the future of someone's actions with this. Then what happens? Are they condemned for life because of the way their brain scanned? Will we indeed end up like the society on the minority report? Not even allowing someone to decipher right from wrong? Just assuming they will go with wrong?
Just something to think about...
